I have cooked ribs in the oven before, and they always come out pretty tough. I have had ribs at the restaurant and they are juicy and the meat falls right off the bone. Any secret techniques?

The secret is to par-boil them first.
Put the ribs in a wide skillet with just enough water to cover. Bring to a boil and quickly cut the heat down to simmer. Cover and let simmer until tender. (I simmer mine until they are falling off the bone).
Carefully remove the ribs, you may need a spatula, and put them on a cookie sheet.
Add your B-B-Q sauce to the cooking liquid and boil it down until thick (you don't want to lose the good juice from the ribs).
Slather the ribs with the sauce. Put under a very hot broiler until the sauce starts to brown or put on a very hot grill and do the same. Turn, sauce the other side, let it start to brown as well.
Finger lickin good and guaranteed tender!!!

Bake them in the oven covered with foil. This will keep the juices inside and you won't have to worry about them being tender. They will be falling off the bones. Enjoy the ribs.

First off...I love your picture, so attractive! Looks kinda' familiar...
Anyway, I think a lot of the most tender pork ribs are cooked "low and slow". They either smoke them for a long time, or they cook them in an oven for a long time at a low temperature. I've done them in the oven where they've been okay, I believe at 325 degrees, bbq sauce on top, a little water in the pan and covered in foil. You can take the foil off near the end of the cooking time to brown them. I'm sure it took at least an hour, maybe longer, but the bones just fell right out of the meat.

Use whatever spice you like to add also.

A man who made a reputation in my city for the best ribs in town . Told me his secret was to sear the ribs on the grill with wood smoke. Reduce the heat. Then put them in a pan and cover them with a mixture of BBQ sauce and water. Boil them on the grill while still smoking with your favorite wood, until tender. (at least 2 hours) The meat will fall off the bone and be as juicy as any you have ever had.

very simple par boil your ribs with seasonings for about an hour.then you can either bake in your oven at 350 degree for 1 and a half hours with your favorite BBQ sauce on ribs.or you can place the ribs in your crock pot and cover with your favorite BBQ sauce (my fav is kc masterpiece! ) cook as long as you desire because the longer they cook the more tender they are.cook at least 4 hours this way! good luck.serve with mashed potatoes and a tossed green salad.
