Birds pant when they are hot.
Although panting can sometimes be a sign of problems, panting in the summer is usually just a sign that your bird is too hot. You can try spraying the bird with room temperature water , sprayed in a fine mist from a water bottle. Just remember not to spray him directly in the face, as that would be like you getting sprayed in the face with a water hose.

Birds pant when they are hot .Do you have the cage near a window when the sun is shining? If you do move the cage to a spot where the bird gets daylight but no direct sunlight. If the bird is panting offer cool water, remove from direct sunlight. Birds can get heat stroke and die. Birds like temperatures of 70 degrees to about 80 degrees. Hotter temperatures make a bird sleepy and lazy. Colder temperatures make a bird puff up their feathers to keep warm. Do not put the bird in a draft from open windows ,fans or air conditioners.

If it is a hot day, and the budgies have their wings away from their body slightly and are panting, they are very hot. Put them somewhere a little cooler if you can and mist them with water.
If that's not it, and they seem to be breathing heavily, this may be a sign of a serious illness, such as psittacosis. You need to see a vet (avian vet if possible) as soon as you can because some of the diseases that have heavy breathing as a symptom are often fatal!

They are hot. If caged, move the cage to a cooer place, then
use a new-un-used spray bottle filled with water Only and hold the bottle high up over their bodies and spray several times letting the water drift down and onto them.
Make sure they have clean,fresh cool water at all times. In heat the water gets hot and they won't drink it.

It's also holding its wings out and its body feathers are flat instead of puffed out, right? The bird is too hot. Keep it away from glass windows, which have a greenhouse effect. But also don't put birds in a drafty area, as birds in cages cannot tolerate drafts and can catch a cold, even in summer.

Never, never put the cage in the sun, sounds like he's just hot! You can purchase a little bird bath that fastens right to the side of the cage, and he'll take a bath, lukewarm water, of course. They really put on a show when they take a bath too.

If his panting is followed by, or accompanied by wings held next to the body-non-fluffed-up-style, your bird is probably just hot, if so try dripping water on his head, or spritz him lightly with a spray bottle. That or you could use a fan to cool him off, just don't leave it on him too long or he might get sick. Either that or if you notice him panting when you come near, he may be frightened of you, and is hyperventilating.
