Rob is correct. You may want to get a nylon netted soap sack to put those little scraps in. They're awesome and the lather is incredible!

it is because a smaller bar of soap has less surface area.
The lather is a reaction between the soap and the water.
If there is less area for the water and the soap to mix, not only does less soap touch the water, less water touches the soap.
Therefore: less lather.
