Are you pointing out the physical flaws with the local police force, or the physical flaws of the local police force?

if it's in partnership with the local police, then it obviously is sanctioned by local authorities, and falls under rendering unto Cesar what is Cesar's.

If it's the flaws of the police force, it might not be a sin, but it could be hazardous to your health...batons hurt.
