If someone is deported from the US, the US government does indeed pay. The same would be true if an American was deported from any other country. That government would pay, so you don't see too many Americans deported. Doesn't have to be one seat in coach either. We deport so many to some countries that we charter aircraft to save bucks. This is one of the reasons we don't try to deport everyone, it is expensive. Plus, there are only so many officers in the Deportation and Removal Office or DRO at DHS. And some countries won't take their nationals back or find other ways to slow down the intake. It's not just something we do on our own, it has to be coordinated with other countries.

When a person goes in front of an immigration judge, they can request "voluntary deportation" which is where the deportable immigrant pays for their own plane ticket home. A judge will usually grant this if said immigrant is trying to get legal (i.e. have gone through the USCIS processing and been denied).
