Yes he likes you.Parrots preen the back of the neck and head to show friendship,and in the wild or when there's a boy and girl together it's one way for them to get closer to each other besides it just feels good.My lovebird and budgie absolutely loves getting scratched on the pretty much any where above their shoulders,especially When they've got pin feathers coming in.

i guess so,all animals like to preen or groom one another,have you ever seen monkeys sitting around in pairs picking through each others hair! i call this community grooming,its fun to watch.i guess your budgie likes you if hes grooming your hair,thats got to be cute!

birds in "familys" groom eachother. just like mothers brush thier daughters hair. your family your bird knows it. kudos
