I've had the wretched stuff boiling for about an hour and a half. Sometimes it'll cook up nice and fluffy, other times it just won't cook at all! Is it something about hulled and unhulled?

Unhulled takes much longer. It is usually reserved for bird seed.
The hulled version, usually sold as pearl millet, it the kind that cooks up soft and fluffy.

And don't forget to rinse your millet before you cook it!!
