Depends if you are physically deaf or spiritually deaf.
God is Spirit. He communicates to the human spirit.
One must be born again (made alive) by the (Holy) Spirit in order to be spiritually alive, and in order to hear God.
Otherwise you are dead in your sins. Dead people do not hear or see, or anything much else.

As a matter of fact, I am indeed deaf. I have been deaf since I was 1 1/2, before I could speak or retain any memory of speech.
I don't "hear God" in the form of a human voice... I don't think anyone really does. (Maybe there are a few exceptions, I don't know.) He can talk to me in many ways: a sunset, the Bible, books, movies, friends, etc. Same for hearing people as well.
By the way, about 80% of human communication is non-verbal. Why should it be any different with God?
Additionally, many deaf people, including me, have cochlear implants and hearing aids which enable them to hear- mechanically- with those devices on. Many of them also retain partial hearing. So I wouldn't be too quick about telling deaf people "you have NO IDEA what a human voice sounds like." Just FYI.

I know of one case where a deaf woman did hear the voice of God. Personally I have "experienced" the voice of God... words were "implanted" directly into my soul. It was verbal communication by direct revelation, yet did not go through my ears. It is very difficult to explain to anyone who has never experienced it. The truth of the words was far greater than if I had heard the words through my ears... I cannot explain it.

We already have evidence that God cannot reach, or be heard by everybody. That is why the flood happened. God was frustrated so much with mankinds "deafness" that he flushed the whole lot down the crapper and started over.

God manifests himself to the deaf in many ways. He can speak to them in visions, dreams and his written word - the scriptures. What ordinarily they cannot hear, God makes it possible for them to hear him using everything possible. When they open their hearts God will ''physically'' speak to them. Everybody knows God is there, but others have hardened their hearts so they are more deaf than the deaf.

The same way anyone else "hears" God - through the Holy Spirit who lives in every Christian.
That's like asking if a deaf person can hear their conscience telling them it's wrong to shoot people.

God takes care of his. He comes to us in our thoughts. We worship him in our minds and hearts.

Of course they can hear God. The spirit within is perfect and whole - the disability is on the physical body only. The voice of God comes to us in that still, small, voice within that we all struggle to hear on the spirit.
