Answering "No" to the question "Does god exist?" is exactly what atheism is all about.

Is it a belief? No, not really... It's generally a deduction based entirely on ones experience, those personally and empirically gathered bits of knowledge taken out of ones familiar surroundings.

It is a trick question I believe.
To first answer your question, if a person says "No, I do not think that a god exists" we cannot determine whether they are an atheist nor an agnostic. Why? Because you first have to have an idea of a god. So, since they have an idea they have to 'think' there is a god and then deny it. Which means they are lying. Maybe they do not know what they are saying. LOL
OK, so having established that, we move on to the next part of my answer. If you asked "Do you think that a god exists?"
and the answer was 'who is god?' or 'what do you mean god?' then he or she is an atheist. (*1 One that does not believe in a deity) . Or if the answer was 'I don't know' then he or she is an agnostic. (*2 A person who holds the view that any ultimate reality (as God) is unknown and probably unknowable; broadly : one who is not committed to believing in either the existence or the nonexistence of God or a god.)

They are an atheist. A "no" answer implies an amount of certainty of belief.

A true agnostic would answer "maybe, maybe not, no one can know for sure", which is what the very word "agnostic" means - the belief that we in our limited human knowledge can never know one way or another.

I myself am a Christian, and believe in the Christian God of the Bible.

I would have to say atheist unless they elaborate. Atheists do not believe in gods and agnostics just aren't sure enough to choose a stand.

Impossible to tell by that particular question.

If you don't think a god exists, but are still undecided, then you are an agnostic.

If you don't think a god exists, and that's that, you are an atheist (though you accept that you could be wrong).

If they answer "No" right away then yes, thay are most likely an athiest but if they hesitate or say "I dont know" than there most likely an agnostic
