It could actually be both. There could be a near-term fulfillment as well as a long-term fulfillment. I am not saying that this is the case for this passage. I am speaking of Biblical prophetic language in general.

The entire Book of Revelation describes Jesus' judgment and destruction of the Roman Empire. He did this because it was the Roman Empire that crucified Him.

Revelation describes the formation and purification of the Christian Church bride of Christ as well. While Rome is being destroyed, the bride of Christ is being prepared for a wedding feast!

Revelation is a done deal!

It has happened already. The war in heaven was when Satan was thrown out, along with 1/3 of the hosts of heaven. That happened before we were even born. Yup.. we were there to see it too.

The rest is talking about the atonement of Christ, His dying and resurrection.
