The form of democracy that you have in the states, is the product of a thousand years of evolution from the inside.
To expect to change a completely different culture from the outside in just a few years is a forlorn hope..

Iraqis know full well Saddam is dead and gone; they convicted him and hung him themselves. So far as I know, his ghost isn't haunting anybody. It's the living bothering them now... the murderous thugs wantonly killing and destroying in selfish bids to gain power and control neighborhoods--gangs, in other words, not legitimate militias nor military.
