I have an hdtv with atsc and qam. I wanted to know if i can get espn in high def even though it is on cable and not over the air like abc, nbc, or fox in high def?

You can't do it. Only local broadcasters are required to broadcast digitally over the airwaves. The only way to get ESPN HD is by subscribing to cable or satellite. (unless you have a cable company that is not scrambling the HD channels) Sorry.

That is controlled by the cable company, not the television set. They get to charge you more for the all-digital signal, and the only way to get HD is to have a true digital signal. In order to do that, you need a special converter box from the cable company and that is going to cost you more money per month. The good news is that the HD channels are included with the digital-tier service (at least with Time Warner). You can get HD over the air if you live close enough to a station's transmitter and have an antenna.

If you subscribe to Comcast, they have special tuners for HD TV, these stations are in the 700 channel group.

Not without a cable or Satellite package you can't. Just your locals.
