As soon as you get the turbine invented from that aussie a couple months ago, and buy 2-3 of them, ($750 AU each), then unplug the grid, it'll be free.
There's lots of people arguing about what's better, but here's the scoop - we need change. The grid has to go, in the end, and solar and wind are the 2 ways to do it today. We all need to be responsible for our own power usage, and have to repeal laws that inhibit our ability to, for example, put up a turbine (an outstructure outlawed in 80% of our residential areas in the U.S.)
Solar panels are rediculously expensive right now - because they aren't being manufactured effeciently or with the newest technology.
SO, the answer you are looking for is greatly dependant on the car you buy - and how much the company charges you for electricity. I pay a modest 6 cents plus all sorts of tax per KwH, and I'd imagine it would certainly take less than a buck to charge, for example, the tesla roadster.

The electricity consumption is moderate to charge an
EV. Someone else will probably let you know the exact cost,. The important thing is that EV's are usually charged at night, when there is great unused electrical generation capacity. EV's are more efficient than internal combustion engines because the power source is centralized. Carrying around your power source (gasoline) as well as delivering it to you, wasting it idling and decelerating lead to greater inefficiency than the power lost in electrical transmission lines, battery inefficiency, etc.
