Be done about this? He lives alone. Has previously assaulted neighbors when in this state of mind.
Who and where and how can help be found?
I heard from a neighbor he has planted lethal weapons on his property out of fear of intruders.

Call Social Services and voice your concerns. They will send someone out to evaluate. If they meet with resistance, they will inform the authorities and they will take it from there. Also, you may want to call the police now and voice your concerns about the lethal weapons and also inform them of the "drugs" he is taking. Chances are they already know about him and need more info to help him. He will never know it was you that called them, by the way. They don't divulge that information.

has he hurt anyone or threatened to do so? sometimes no one will step in until this happens. however, he may have an order to treat but it does not sound like that, the order means he must take his psychotropic meds whether he wants to or not. contact your local social services or police because those would be the best places to start.

You have to repeatedly call the police whenever he behave erratically. I know that seems mean, but it's not worth having someone hurt because he is not in control of his mental faculties. It will take repeated calls. Police have little power unless they involve social service agencies or unless the man threatens someone in their presence.
