Yes. You can get a job. The first job you get will not be the perfect job. But you should view every job along the way as a stepping stone to your goals.
First, I would apply for jobs in clothing stores, especially non-chain boutique shops. You won't make $400 a week, but you'll get fashion experience.
Second, find a community college or art school nearby that offers classes in fashion merchandising or something similar. If that kind of program doesn't exist where you live, enroll in community college anyway and take some practical classes.
If you need to make more money while you're working your retail job, try bartending like someone else suggested. It's fast money. Just don't get hooked on it if fashion is your dream.

To make $400 a week (not take home , but before taxes are even taken out )
You will have to work More than 40 hours per week .
And to make $400 in 40 , You will need skills .
No skills will be more like $280 a week Before taxes .
I goofed and thought you were still in high school ,
But if you are out , the temp agency is one option that will get you experience .
OR , go to the state employment office for job assessment counseling and job referrals .
Also , consider joining the Navy .
You will get skills if you choose one of the good Navy schools ! ( they train and pay you )

Give it up. You aren't going to make $400 a week with no education and no skills, unless you drive a truck. No fashion designer is going to touch you without some sort of design school. I suggest getting a job period, which will probably be minimum wage unless you get really lucky, and go to school.

Go to a temp agency like Kelly Services. If you can type, you can easily get 9-10 buck and hour.
