unplug it, wait a few minutes and plug it back in.

There's also an on/off switch on the back of the computer (at the power supply, near the power cord) if the one on the front of the case isn't working.

if the problem continues, it may be time to save all your files and reinstall the operating system or... something in the PC is going bad.

Gateways used to be bad about not shutting down.

Have you reviewed your Power Options or Power Management in the Control Panel?

well i am no expert but it sound like you might have a virus of some sort ..
