Most States are now requiring a Permit (some for 6 months) before testing for the full license. Many also have graduated licensing where it is a three step process to obtain your full license.

No, you must take your learner's exam to get your learner's license. Upon getting your learner's license then you could sign up to take your roadtest and get your license.
