I think in terms of manpower, Russia and China are the strongest

I wouldn't underestimate the russians, all the oil money Putin stole from Yukos is going somewhere and I don't think it's for a surprise party for all americans.... If the Japanese don't have nukes yet, my advice to them would be find a way to sneak and create them.
