feels like a pair of op-amps and a 555 timer. There are loads of sites that would supply you circuits. The simplest circuit I can think of would be a device that if given two highs would produce a high on the output, if given two lows, or a high and a low would produce a low on the output. All you need is an IC containing 2-input AND gates, wires, 5V power supply, voltmeter, and 2 data swiches, and circuit board or breadboard. Give the IC power and hook the swiches to the inputs and the voltmeter to the output to prove the output.

the simplest use of an op amp is a trigger level.
op amps have a + and - input. if you set the - input to a voltage by two resistors and set the + input to a voltage by some variable means (a potentiometer, a CDS phot cell, a thermocouple) then the output of the opamp will be low when the + is lower than the - input, and the output will go high when the + input goes higher than the - input. that voltage change can be used to run an LED.

a simple circuit i remember for my early class with a IC is with a IC of a OR gate, a resister, a LED, and a switch. the led will go on when input A or B has power but not when doth don't.
