What makes you think so? Obviously the number of prisoners will not outnumber that of the Uni students, else the society will not be able to enjoy strong economic growth.

...that is "true"... we need to "thin out the herd" a bit and start carrying out the "death" sentences of those "slugs" who are piled up on the "death rows" of our prisons... get these "convicted criminals" off the tax-payers shoulders and open up some jail space for the Illegals who are "jumping our borders"... My guess would be false. I know a lot of people in college - or who went. But I know very few in prison - or who have been.
But then - maybe I'm just hanging out with the "right crowd."
