If time does not flow for him, he can't move, think or act in any way because doing any of those requires time to pass.

Moving requires first being in one place and then being in another place. Without time, there's no "and then" so you can't move.
By the way, this also means he has no free will and is not omnipotent.
You could argue that the bible is wrong so that God can still move and act, but then where does that lead you?

I think that's a little like saying that I exist outside the second dimention, so I can't affect the stick man that I have drawn on the paper. Obviously I can, but the stick man (were he to actually have consciousness) would not perceive me completely. He would only perceive the point at which I intesected his two-dimentional field of perception.
If you have your brain wrapped around that concept, you can begin to understand the idea of God interacting with humanity. Our perception of God is limited to that point in which God's activity intersects with our fourth-dimentional (temporal) field of perception.
I find it's a lot like quantum mechanics, in that it is a lot easier to understand than it is to explain.

If you see time as a flowing river, then God would be the river banks, in contact with the entire length of the river (time) from beginning to end, seeing it all at once, and directing it and all that exists within it.

God is eternal; he doesn't exist outside time. He IS time. He IS space.
Your question is logical, if you are talking about a human being. But since you're talking about God, it's completely ignorant. Learn more about your subject before you make these kinds of statements.

I suppose it depends what you believe God to be. You refer to God as a "He" - so I am guessing that you see It as some kind of a big person or something. The God I believe in - is Love. It doesn't need to move. It just is. It doesn't DO anything - It just is. It is there for us if we choose to tap into the power.

imagine you lived in a 2-dimentional world, you would only percieve the horizontal and vertical, now imagine a 3 dimentional object were to appear before you, you wouldn't be able to comprehend it would you? The same with God, your question is a dubious one, you can't even attempt to understand the dimension of God
