I am 99% sure creating a hurricane is too difficult to create. Heating the water would be too large a task, yet probably the easiest part. The area selected might help aim any activity at the United States. Creating rain would be a baby step and I don't see too many people doing that. Also, I am 99% sure there are many more acts of terrorism that would be more cost effective. 9/11 showed how terrorists can use existing flying torpedoes filled with both victims and propellant. What did it cost them - plane tickets to get here, cost of living until they can get jobs, a few cheap weapons like box cutters, knives, and a gun per crew that they brought in parts and assembled in the lavatory, and tickets for their final flights? So, without brainstorming ideas that can be publicized for them, I would definitely say creating hurricanes, like diverting asteroids, while potentially very damaging, would be too cost prohibitive to be acts of terrorism, especially since they can create many different disasters at a fraction of the cost.

Possibly - Don't you remember the stories of muslims taking credit for Katrina because they prayed for Allah to send us judgment? They should be held accountable! Oh wait, that must not be true. Islam is a religion of peace.

There is only ONE reason so many people died: they did not evacuate when they should have.

This occurred because so many in New Orleans have lost any sense of independence and self-reliance after many years of dependence upon big-daddy government welfare programs.

Yeah GOD is a terrorist. Its an act of poor planning by people, city, state, and federal governments. Its just a failure on top to bottom.

No. I would not rule out, however, that experiments HAVE been done to our weather and weather patterns and it may have been blown into a larger storm than there may have been naturally.
