WHAT error does the PC give when you TRY to install programs ?
The "installshield" is usually part of the installation package itself, as not all utilities use it.

Microsoft update is always a good place to start ! Then you have,
technet.com
which is part of Microsoft.
live search can also lead you to where installshield wizard may hide .
your computer manufacturer may have info and links as well.
