It all started with one of the 2 user accounts not showing up on the startup page. So it directly goes to my account intead of letting us pick which user to access. I solved that with restoring to the last date it was okay. I then renewed my subscription with my anti-virus program and it asked me to restart which i did.

Now,
1. There is only 1 use account seen on the start up page (good thing the files and documents for the other account still there)

2. The task bar and program icons do not load (ever) just the wall paper.

3. I cannot use the Task Manager because everytime i do CTRL-ALT-DEL it would say administrator disabled task mgr (but i'm the administrator!)

4. Tried running it in safe mode but then it does not load the windows xp. stays in the black page forever.

SO this actually means i cannot access anything. H.E.L.P!

I'm not sure why this is happening but I suspect a corrupted file may be the cause. Give this a shot.

REPAIRING OR REINSTALLING WINDOWS XP


Turn your PC on and insert the Windows XP disk into the CD/DVD drive.

Reboot/restart the PC. This will cause the PC to boot from the XP disk and not the hard drive..

Allow the PC to run the boot up sequence. It will stop at a “black and white” screen and there will be an option to select a “repair” installation or a “full” installation.

NOTE:

If you simply want to repair/fix any and all corrupted and/or problem XP files select the “repair” option. This will only rewrite the XP files and will not affect any of your personal files or software on your PC.

If you want to Format the hard drive and rebuild it completely select the “full” installation option. Be aware that with this option you will “erase” all the files and software on that hard drive and you will lose all your files/data.


Select either the “repair” or “full” installation option and simply let the software run. Follow any onscreen prompts that may appear, especially during the “full” installation.

What i would do is if you restored through windows restore it will let you reverse the restore. Do that. Now with any luck you will be admin again but only your account will start up so do this: Click Start, click Run, and type control userpasswords2, Check the "Users must enter a username and password to use this computer" check box.
Click Apply.
and then click OK.
you're all done!
