She needs to speak with social services or even the school guidance counselor. They can help her get government assistance. She may qualify for food stamps (as it used to be called) and even welfare to help pay for her expenses. A local women's shelter may can find other household furnishings for her. In the mean time, she needs to find a part time job within walking distance of her home so that she doesn't have to have the expense of owning/maintaining a vehicle. Things will be tough for her for the next few years, but she needs to focus on her academics. She needs to begin planning for her post-high school education. She needs to think about going to college or a trade school. She should be able to get a government grant to pay for it IF her grades are satisfactory. She needs to focus on her grades now so that she will be able to further her education after high school. That is the only way she'll be able to get out of the tight financial squeeze that she's in. Emancipate is how you spell it OK. The word means Set Free. Does she get Social Security from her mothers death?
Try the welfare office for food stamps and other benefits like a check every month, been through the system before, didn't like it but it got me by until I got on my feet and have a good job now.

Allowing this 16 year old girl to live on her own seems to be a sure way to make it impossible for her to go to college and make something out of her life.
They make foster homes for people who have abusive parents. Sure, they're not optimal, but 16 year olds aren't able to care for themselves. She's got to have family or friends she can stay with until she goes away to college. That $400 she gets should be used for something other than rent. She'd have to get a job to pay for utilities and food - who needs that kind of stress at SIXTEEN!!
Seriosuly, this is unfair to her - she should be able to make the best of her life. Call CPS and get her into a foster home or maybe living with her grand parents, that's the best thing you can do for her.

if she is still in full time education then probably social services can do somethng
i think take her to the social services n tell them the mattr to the councellor
they shud do somethng if she is hhvng full time education

if your story is true then my heart goes out to her, but how is she going to buy everything she needs on seventy five dollars a month, water, phone, lights, heat, food, toiletries, cleaning supplies, etc. etc.
