This blessing is given to the incense in the High Mass of the extraordinary form of the Roman rite.
It translates "Be blessed by Him in whose honor you will burn"

LOL.

I actually blessed a young Deacon with that same blessing (by mistake) when he was going in procession to chant the Holy Gospel. He knelt in front of me...and that's what I said!

It's force of habit.

St Peter said that as a man thinks in his heart, so is he. These three Vicars went home thinking they had been blessed by the Pope, and would not have felt any better, if the blessing had been genuine. They probably lived better lives and had a lot to tell their congregations.
