The system shoots a beam of energy that makes people feel they are about to catch fire. It neither kills nor maims, but the Pentagon has refused to deploy it out of concern that the weapon itself might be seen as a torture device.

How I see it is, that with intent torture, the person who is being tortured is detained and held against his will so they can not leave. WIth the ray gun its deployed in an open area and anyone in the area not wanting to be exposed can leave the area, Unlike torture where they are held captive.

I agree. it is the same like the "rubber" bullets of police.

anyway I would like to see those freaks who would follow the internet hint -wrap themselves into Alluminium folio :)

non-lethal is always better then lethal.

considering this to be a torture, the tear gas and pepper-sprays /don't know the right term -the defensive spray used by police/ should be considered chemical weapons, shouldn't they?

As the weapon is not currently deployed then your question is of little relevence.

I doubt if Tasers or stun guns are being used by soldiers facing RPGs, IEDs and Rifles and Machine guns.

So again of little relevence in the military section.

Frankly anything can be used as a torture device and a skilled torturer won't leave any marks.

If I had to chose I would rather flee from the "laser" than tear gas and rubber bullets.
