There is no problem marrying. You do everything that you would do if she were a U.S. citizen.

But, getting her here permanently is a different issue. She will not become a U.S. Citizen automatically. She will have to apply to the U.S. Embassy in Canada for a permanent Visa. This question was asked earlier. You can search for that question and find the forms but it doesn't change the situation. She will have to return to Canada, and wait for the Visa before she can return to the U.S. permanently.

Apply for a marriage license by presenting birth certificates to your local registry offices and when you have all the documents, you can already marry your fiancee in Canada.

Get her to scale the fence and once she is here get her pregnant.
