It's the Charm of Making, and to repeat these words aloud summons the Dragon.

Uttered by Merlin, this allowed Uther Pendragon to change into the visage of the Duke of Cornwall. By doing so, he was able to have a night with the fair Igraine and beget a son--Arthur.

When Arthur's sister Morgana uttered the phrase, she entombed Merlin and took on the appearance of Guenivere. In this way, she was able to spend a night with Arthur and be impregnated with her own son--Mordred.

When Arthur and Mordred's armies went to war, Morgana uttered this phrase once more. She was tricked by Merlin into summoning a fog that covered the valley and hid Arthur's men so that Mordred's army would not know how few they really were. She herself was transformed into a crone, and killed by her son.

This phrase appears in the movie EXCALIBUR, a wonderful telling of the King Arthur legend as only John Boorman can do it.
