Where I live, any driver with a Learner's Permit MUST have a fully licenced driver (with a clear diver's record and who has been driving for 2 years and is no longer on any graduated driver's program) in the front seat whenever the Learner is behind the wheel.
So, I would say, the answer to your question is Y E S.
The qualified "licenced" driver is there to supervise the "learner". That's the whole idea behind this law.

Since I answer a lot of questions here, I have gone to MANY State DMV websites. Every one of them states that the licensed driver must be next to the permit driver.
