okay well i just moved into this apartment i love it except one thing. the neighbor upstairs. now right off the bat i'll tell you, they don't BLAST their tv, but downstairs (i live on the bottom floor) absolutely every time they watch tv i can hear it in my living room, or room depending which tv they run. it's not loud to where you hear the tv full and clear, but i do hear mumblemumblemumblemumble all the time while its running. is it within my right to be upset with this? recently it's been late night too..right now its 1:50 AM and im hearing mumblemumblemumble in my room. one can see how that's very annoying, but at the same time i dont think its going to keep me up at night. i stay up latenight on the computer and im respectful and have almost non-existant volume i dont feel i should have to listen to THEIR tv's mumbling. i've talked to them once (during the day) and asked if they could turn it down they said yes, but the next day (today) i heard the mumbling again. =(

additionally i'd like to add that everything i look up on the internet only pertains to loud noises like radios blasting or dogs barking, but this is a television, and it isnt vibrating my room or anything just the mumbling of it is annoying. is it within my right to complain, or should i have to deal with that?

Yup, I had the same thing. Yes you can complaint to the management, maybe that will do the trick.

My problem was that I lived in a 2 family home. She was the Landlady and lived alone. I repetitively spoke to her about it. She said she was hard of hearing, and TV was her only companion. I understood her position, but I still could not handle the "mumblemumblemumble".

After about 2 months, I suggested that she purchase earphones for her TV. Well that did the trick. So maybe you can do the same. Explain nicely to them how much it disturbs you, and they might just do as you suggest.

I am sure you heard the expression " A mans home is his castle". AHHHHH, peace and quiet.

Yes, you have the right to complain. Especially after 10 PM on weeknights.
You already approached them nicely.
Next, try banging on the ceiling with a broom-handle beginning at around 11 PM.
If that doesn't do it, you really need to put in a formal complaint to the management office.
If that doesn't work... I discovered one thing that will work...
BAGPIPE MUSIC. I am not kidding. I had some neighbors that partied on their patio way late at night with the bass up so loud that it rattled the pictures on my wall (I'm in a house). All I had to do to shut them down was put on some basic bagpipe music, open my patio door, and crank it up to only 1/2 volume. They shut it down in minutes.

Just knock on the door and ask if they can lower the t.v. as you can hear it in your bedroom as you are trying to sleep. Don't be rude or nasty, just say it nicely and politely. Maybe work in that you both will agree to keep the noise down after 10 pm. Good luck!

it sounds like the tv is right up against the wall maybe you can ask them to move it away from the wall a little and see if that works
