Almost everybody gets to go home after boot camp and before going to the next assignment.
It is extremely, I mean extremely, rare for someone to be unable to get home for two years unless this is their personal choice.
You actually get 30 days leave a year, plus if your ship is in port or if you have shore duty, you get at least three out of four weekends--close of business Friday to start of business Monday--free.
In my first two years in the Navy, I got a week off after boot camp (about three months in round numbers), a week off while in school for Christmas about three months after that, and a week off before I went overseas about four months after that.
That was home three times in less than a year.

During bootcamp and his A-school, he will probably not get any leave. He may get occassional weekend passes and long weekends if he does not have duty that particular time.
After his intial training, if he is stationed on land, he will most likely get to go home for X-mas and be able to take most of the earned 30 days of leave. If he gets assigned to a ship, he will probably not get to come home for the holidays. He only gets to take leave if he is in port. Also a new enlisted person, he will have to pull all the crap details and will be last to get his choice of leave. The senior personnel will be given first choice

Once a sailor completes his training, he will be able to apply for "leave" (military speak for vacation). Most of the time, a sailor will get a short leave after training (2 weeks or so) before he reports to his next duty station.
Once he gets to his regular duty station and if he is on shore duty, a sailor has 30 days of leave per year. Since most people want to come home at Christmas, he may not get (or even want) leave every Christmas. Requests for leave are always subject to the needs of the Navy. If there is lots going on, he may not always get to take leave when he wants to. But most of the time, the Navy tries to accommodate a sailor's request for leave. Of course, if a sailor is on a ship, leave comes after the ship returns to home port.
But bottom line, yes he can get "vacation" once he finishes his training.

During Boot Camp, they are NOT allowed to come home for Christmas. they get the day 'off'(Sunday routine) but that is more for the staffers and RDCs to get a break.
During A school, the only time they are allowed to take leave is the 2 weeks between Christmas and New year's ..again, more for the Staff to get some time off. After A school and before they report to their first command, they are generally allowed to take up to 30 days leave, even if they haven't earned it, to visit family.
Once they hit the Fleet, Leave is based on Operational Tempo, seniority and how much leave they have on the books. leave is accrued at 2.5 days per month.

You accumulate leave and can use it whenever you want, if your CO and superiors sign off on the chit. Most people get a weekend pass after boot camp, A-school is straight through with no passes. If there is a family emergency his famliy can put in a Red Cross message. Enlisted can take leave to see their famliy if they want, if your friend told you any different he might not want to come home.

you earn leave as you go , it was 2and a half days per month. i don't know if that has changed or not. then if you are deployed , you won't get leave(most cases), when you are state side, you put in for leave and they either ok it or not. xmas and new year are the most popular, so they might let half the people go the week of xmas ,then the others the week of new year. hope that helps.
