Other than being formally introduced, or meeting at a party, or knowing each other at a work place and lately via internet, there seemed to be very little opportunity for a man and a women to meet and get to know each other. For all one knows, a man and a women walking down the street were really meant for each other but may never get together at all. So the opportunities are somewhat limited.

If he was sincere and not just trying to hook up with every woman he comes in contact with it would probably be ok. It would depend on how he approached the situation. Maybe if he said something like " I don't want to be too forward and we don't know each other but I would like to know you and maybe go out, would that be ok?" If she says yes then next he should ask for her phone number and/or her email address.

I think as long as you didn't ask creepy when you did it, asking out a stranger would be fine. Women are sometimes hesitant to go out with complete strangers because it can be dangerous. Maybe if you started with meeting for coffee or drinks. Meeting somewhere public will make her feel more comfortable on the date, and help her to feel secure in knowing that if she doesn't like you, that you don't know where she lives.

I'd love it.
I would look around as if he wasn't talking to me, then realising he is talking to me, I would laugh, and say ok, ummm when? where?

I wish guys did do that.

one time I was at the store in the freezer isle. this guy was their with his son. we made eye contact and stared for a moment. both pretending to read a box of some thing yet grabbing nothing. In time his son distracted him, the man starts walking away, and his son said "Do you like her Dad" , the guy smiled and changed the topic to "what you want for dinner bud" ....
why did it have to end that way? we had some thing special....LOL

surprised, but intrigued. probably wouldn't go out with him, but maybe exchange email addresses.
