He does drugs and has people around his house on a constant basis, whether he knows them or not, and he lives with my boyfriend, with plenty of women around I am starting to feel inadequate!! My boyfriend loves me and I got my brother that living arrangement. I just wish he would get his life together! How can I tell him he owes me $300? How can I tell him I'm only 17 and thats all my savings!? How can I tell him that I love him and nothing can change that? How can I make him believe me? I just need a big brother that is a good example for me. He has even tried to jump out of a moving car on a busy street in front of me.

Tell him everything you just told us. Tell him that you are not judging him. I did the same to my big bro. We didn't speak for 3 months. It was hard, but sometimes it's worth it. He knows where I stand now. We talk now, often as ever. We are super close and I consider him a very close friend.

I'd guess he has a drug problem and is acting like an addict. Don't take it personally, but don't lend him any more money! You can't trust him!
Talk to your parents about getting him some help. Talk to your bf about kicking him out (I assume your bf isn't doing the same things.) Tell your bf you're sorry you burdened him with this jerk, and he has no obligation to keep him for a roommate.
Try going to an Alateen meeting (you could probably get the info at school) so you can have a better understanding of what he is doing and how you can handle things better.
