Missing Bar?

An easy question for all of you. How does one get a bar put back? It's the bar that says file, save etc without restoring system?

If your talking about Vista, Or Microsoft Office 2007, ITS GONE! lol. But other that like Explorer you right click the current bar up there, such as the address bar, Click on the grey part not in the box, and click tool bars, ONe of them may be File Bar??? Check that and itll come back.
