Do you remember the story of the Woman at the well? Jesus sent His disciples away! Why? Because this woman was not allowed to talk with the Jewish women let alone, the men! Now, Jesus sat there knowing that she would be coming as she could not draw water while the Jewish women were doing so!
He asked her for a cup of water to which she replied in shock! However, He kept talking to this woman and knew much about her! This convinced her that He was and is the Messiah! He WAITED FOR HER!
Now, let's consider another story. Zacheus, the tax collector! He crawled into a tree as he was too short to JUST see Jesus! He was hated as a crooked man among the people then! So, this man went to see Christ!
My Answer to you! BOTH! When they gave their hearts to HIM.....they came to HIM in a spiritual way like never before!

Jesus didn't have time to seek out every sinner. Considering we are all sinners, sinners came to Him.
The only people Jesus sought out, were 12. After that, word went out and people flocked around Him like sheep.

He does both. But God does give the desire to come to Him. That is a promise from Jesus about the Holy Spirit in the end of John 15, and in the midst of John 16. The Comforter, or Counselor. :D
He makes me very happy.

Yes, Jesus did go to sinners. He came all the way from Heaven to us sinners.
John 3:16
Fod God so loved the world, that he gave his only begotten Son that whosoever believes in him should not perish, but have everlasting life.
John 10:10
I am come that they might have life, and that they might have it more abundantly.
John 15:22
If I had not come and spoken unto them, they had not had sin: but now they have no cloke for their sin.
It is evident in these scriptures that the Lord not only makes the initial move to come unto us sinnsers but also he allows us to come unto him. We must all visit the orphans and the widows if we are to be called ministers in Christ.
James 1:27
Pure religion and undefiled before God and the Father is this, To visit the fatherless and widows in their affliction, and to keep himself unspotted from the world.

He came to save the lost, so yes Jesus did come for sinners, but sinners also came to him to be healed, so it's at times both

During His ministering time here on Earth, Since He had not shed His precious blood abroad for all to be saved, all were sinners and He intermingled with them All, one way or tuther!
(Yet of course many who believed were saved by their Faith)
Ultimately though perhaps we must know and believe God sent His only Son to us.

Jesus went to them. Sinners do not look for Jesus. When Jesus speaks to ones heart then some will seek after him.

Jesus went to the sinners...Jesus eating with Matthew and the sinners went to Jesus...the multitudes follow Jesus and He fed them with the loaves and fish.
