he has like 15, not all his i don't think..but they use my flower bed and decks for their litter boxes, is there some chemical or product i can use in the yards or something to deter this. i don't want to harm them but it just gets annoying

Put red peppers or hot peppers on the places they pee/poo.

Yep, put 4 or 5 mothballs into pieces of fabric, tie them into a bundle and hang them about 3 or 4 feet apart in the areas you don't want the cats to go.

They hate the smell and it keeps them away.

However, I DO have a flower garden that is being used by strays here and I don't stop them because the plants LOVE the fertilizer. The thing is growing like there's no tomorrow, it's a jungle out front about chest high and just full of greenery. Cat pee/poop aren't acidic like dogs, so it doesn't kill anything.

Quite often if you see poop in the yard that's from raccoons or possums, which don't cover up their poop and don't mind doing it right out in the open. Most cats won't use a lawn unless the grass is over 5" tall. Short grass doesn't appeal to them.

water down some ammonia in a spray bottle and hit up the perimeter of your yard, it could work, sometimes cats are just spiteful little monsters...

good luck-we had that problem with a neighbor who fed every cat in the neighbor. our court yard was a desert scene. we tried everything mothballs/peppers/you name it. nothing worked. animal control suggested getting traps from them and setting them. they are big wire traps, and you bait them with tuna. our neighbor did it and they, finally, went away. I would not worry about offending your neighbor, maybe he/she'll get the hint.
