My inner lips hang lower than my outer lips slightly. My outer lips are kind of big too. Is this normal or am I just really messes up. I am really self conscious and wish I could have surgery to fix it.

you are normal !! and if you don't believe me rent a porn movie or buy a mag - look at other girls if it makes you feel better to know and see that we are all a little different but for the most part the same.
I would say in general you need to learn to love you before anyone else is going to !!

The more female hormones you have, the larger and looser your inner and outer labia are likely to be. The really tight ones with very limited growth of labia are to be found on girls with low levels of female hormones and/or high levels of male hormones. Those with very limited labial development also tend to have a larger clitoris; while those with larger labia tend to have a smaller clitoris.

Yes that can be perfectly normal!
Photos you may see in magazines etc are usually airbrushed.
There is quite a wide variety that can be classed as normal.
