That would be called "fourth generation warfare," and there are a few people in the military who've been looking at that for quite some time. I'd recommend "The Sling and the Stone," by Col. Thomas X. Hammes, USMC (Zenith Press, 2006).

Then you have low intensity conflicts that last a very long time.
Look at Israel and their situation. The only way to defeat it is to re-enact the Spanish inquisition and kill, imprison, convert or exile the enemies who threaten the "State".
Unfortunately, this is the future we all must now face.

Then the USA will have to stop trying to be civilized and exterminate the entire group the enemies come from. THIS WILL GET ME A VIOLATION; however, it is the only logical step to take.
