I don't get it. Would it be este libro es ?

Ser is be for a long time, you "eres" (ser) a woman.
Estar is for a short time, you estás (estar) bored.
So it would be estar because the book may be re-written by someone else. It is not permanently written by Laura.

Good question. First of all, which tense do you need it ?
In present. Ser. Este libro es escrito por Laura. that means the book is still in process. Laura is still working on it.
In present. Estar. Este libro esta escrito por laura. That means the book is already done, and laura is the author. But is has an specific emphasis. Like laura is not a writer, but she could finish it.
Native speaker. You gotta practice a lot of spanish in order to understand diferent meanings.

I think it would have to be "fue" with an accent on the e. Este libro fue escrito por Laura.
This book was (fue) written by Laura.
