In present. Ser. Este libro es escrito por Laura. that means the book is still in process. Laura is still working on it.
In present. Estar. Este libro esta escrito por laura. That means the book is already done, and laura is the author. But is has an specific emphasis. Like laura is not a writer, but she could finish it.
