He can't.
That conundrum is just one of many in Christian mythology. As absurd as it is, some people actually profess that they believe it.
The logical conclusions are obvious:
1) Such a god is evil and insane
(OR)
2) Such a god does not exist.
Some Christians have been programmed to argue that we are created to test our souls, thereby proving our worth in heaven. The question then is, why would an all knowing God need to test his creations.
Here is a curious interpretation of this conundrum...
1) God does exist, and he created everything including us as a big video game. The game has peculiar rules which are known only to him and his celestial comrades. We are only left to experiment, using our intellects and experience. From his actions, (or inaction) we must figure out what the truth is and in response, act logically and ethically.
2) He has a bet with some of his buddies in heaven that we are so stupid some of us won't see through this obvious pack of lies. The wager is a small one by God's standards: two universes and a heavenly romp with some hot angels in his posse.
3) He is in fact testing our intellects, not our souls. He will exclude stupid people from heaven. The smart ones who have the brains and balls to declare something as obvious as "The Emperor Has No Clothes!" will be allowed to laugh for eternity at what a ridiculous proposition Christians claim to believe. We get the goods. The dumb-asses get to come back to Earth (or some other similar place) over and over until they finally get the freakin' message. God doesn't care about your soul. He made it perfect. It is your brains that he is testing because he hates stupid people... especially those who bow down to him like subservient chickenshits and
commit crimes in his name like lying, stealing money, (or elections), and buggering boys. Man! ...are THEY in for a nasty surprise!
As far-fetched as it is, that interpretation seems more plausible to most of us. It certainly is more elegant and equitable arrangement!

He is all knowing does not mean He wants to spend time reading each person in advance. The point is we are born innocent and during life we are tested and if we fail we go to hell or are destroyed by God. So you have to do the exam or you wont know yourself.
But a good guide to God is that people do what he says and don't think you are special to God. And I think that is where we go wrong. God has stated that He is not bothered with people anymore he just waits to see if they mess up and He will zap them. Simple.

But going to hell would be YOUR own choice! The Lord creates us so we can live with Him forever in heaven, and deciding to live your life in sin is your choice and thats what automatically condemns you to hell. YES God is all-knowing, and he definately does NOT create us knowing we are going to go to hell, because it isn't true. We all aren't automatically going to hell after death. Living your life in Christ=Heaven
Living your life in sin=hell. And please, YahooAnswers is not a great place for answers in this category, as everybody thinks they know everything. And just, cause. You really need to go to a pastor of a non-denomination church or assemblys of God church. I find that these churches are the most friendly and open to you. I'm going to ask you to think about this from another angle:
You seem to be proposing that God could think about creating someone, and then once he realizes that that person is going to choose hell, he could decide not to create him, to avoid him going to hell. Right?
But then, he would have known in the first place that he was going to decide not to create him, so how could he "know" that the person was going to go to hell, if he knows he is going to decide not to create him?
In short: God can only "know" what a person is going to choose, if he actually gives him the chance to choose it.

The complexity of reality is astounding; Christianity, althought having some good lessons within it's dogma, has related "reality" to the masses with much Distortion.
If I told you that you were "God" what would you say?
If I told you Jesus was the "link", the clue of what to be and how to be, what would you say?
Would most, or anyone, consider that there is no "God" to condemn and Judge you?
Would you Consider that creation is a large part of what You do and "God" is part of that and not "all of that"?
"God is". Yet, is more than you bargained for.
Would anyone Consider that "God" is one of us, has "been there and done that" and your on the evolutionary track to becoming "God"...?

An all loving god can create you and know there is no hell.
Hell came from Hades which was a burning garbage dump that power mongering catholic priests turned into a place where you burn for eternity if you don't do as they ask, so they could keep the guilt trip going and control the feeble minds of scripture quoters.

He simply created you with a free will to choose! No body has to go to hell they just need to choose to go to heaven.
We were not originally created in sin, but Adam blew it and it affected the rest of us. Just make the right choice! There could be a hell on every corner, just choose not to go in there but you can't choose nothing or it will be a decision by default. I'm glad I have the choice and nobody is forcing me or anybody else to go to heaven. I'm going freely, intentionally and by choice! That is my Loving Father that gave me the ability to choose.

Its called free will. We all have it. You have the free will to seek God yourself and know Him in a more deeper and understanding way. And find your own answer. Find the answer as you whole heartedly seek it. You can recieve several answers here that are probably pretty good ones. But if you truly seek this out yourself, by seeking God, it will be the right answer that will put you at peace.

well people like to build happiness(heaven) on others suffering(hell)
since it's said ' many who seek the kingdom will not be able to enter it '
it's pretty obvious even if the whole world is chrisitian , many won't enter it.
it's also pretty obvious he know where we are going , if you do actually read the bible.the revelation is suppose to say what happen eventually. the book of life and stuff . reading those 'prophecies' it's also strongly indicate many are going to hell.
it's like i know out of 100 person , i know 90 would go hell , yep probably true i don;'t know who this 90 is , but trust me 90 will be going to hell.
if it's a true god , he could just create 2 heaven , 1st one being the one he and other saints is , while the 2nd heaven is without him but is better than Earth , and contain no suffering like the 1st.
but no , he rather burn us . he's all knowing but instead of converting and trying to guide satan to the right path , he didnt . it's either he didnt or he cant.
and since he didnt/cant convert satan , how could a usual human missionary convert us ?

He also provides a way out from there. We are always given a choice by Him. In this dispensation we must repent, be baptized by immersion in the name of jesus Christ and then we will be given the Holy Ghost with the evidence of speaking in tongues. This will enable us to defeat death, hell, and the grave.
