You have to do a little math - which is strange since that is what Excel is for. The width is in characters, then pixels in parentheses.

1" = 96 pixels

2.75 x 96 = 264 pixels.

Drag the column until you get 264 pixels (in the parentheses).

I differ with other answerer. Width is measured in characters. 2.75 will give you a very narrow column.

Does it have to be exactly 2.75"?
You could hold the cursor on the dividing line next to the column letter until you see a double-headed cross. Click and drag the column over. Or, double-click on the line and it will autofit.

Select the cells then on the Format menu, point to Column, and then click Standard Width. Then set the size you wish inches etc.

You would think this is a simple task but there is no simple, straight forward answer.
One thing you can do is to create a rectangle using auto shapes. You can then set the width of the rectangle to 2.75"".
You can position the rectangle so you can use it as a guide to set the col to the same width.
Crude but effective.
