1st locate all targts neccesary to halt the enemy movement
2nd with overwhelming aircraft bomb all targets to include train stations, radar, bases, fortifications.
3rd send in heavy artillery to destroy targets not taken out by aircraft.
4th Send in large number of infantry to take out any remaining resistance and sieze area.
This theoritically minmizes losses to your side.
The Blitzkrieg is now utlized by almost every major country. For proof look at how America attacked Iraq and Afghanistan.

I don't know if this answer is a good answer just in terms of the game of Civilization (which I'm not familiar with).
Blitzkrieg centered around very fast, very mobile, and very well-targeted firepower and propaganda measures. Attacks were made with mechanized infantry, and the attacks were to canvas as many centers of population as quickly as possible. At the same time, certain locations were to be attacked through aerial bombardment - the bombings weren't heavy, but just enough to produce a sense of panic and disorientation among people. The other prong of it was knocking out existing communications centers and replacing them with methods of communication to spread the attackers' propaganda, to further demoralize those who were attacked. Once these things had been done, the rest of the firepower would be brought in to attack whatever forces the attacked people could still bring to bear against the blitzkrieg forces.
It revolves around very precise planning and organization, and demoralizing the attacked people fast/taking over their communications infrastructure fast.

You have to make high speed inroads with a combination of armored vehicles, strike aircraft that are designed to blast through enemy lines in columns and just keep going rather then fighting house to house mop up operations and trench warfare, this tactic surprises and shocks enemy troops who dont realize that although the armor has passed through there defences they are still standing strong against the infantry, generally it cause mass panic, the enemy infantry surrender to due communications and supply being cut from miles behind them. This is what the germans did in France, Poland and Russia and in france the troops surrender much to fast and they werent deployed well against this kind of attack even though they had greater number and were no where near finished. In the game rally quick strikes with tanks and armored units into several strong points on the line and use them in mass to punch through enemy positions and keep going, meanwhile use your infantry and support units to come in behind the tanks and "mop" up the enemy infantry which surely be confused by the quick breaks and chaos this has caused.

The Marines fight like that. You overwhelm the enemy with artillery and close air support. Then move in your troops and armor. You must move fast. Keep the enemy surprised and on the run. Don't let up the attack. Push them to the objective and beyond. As you push the enemy into retreat, use arty to blast them as they run

That's basically what a blitzkrieg is -- a sudden overwhelming attack that swamps the opposing forces.
