i think each state has it's own offender tracking system. I Michigan, we have http://www.state.mi.us/mdoc/asp/otis2.html, you can look up someone's name and see all criminal history. check your state to see if there is something similar.

Depends on the State/County in which you live, if they have those public records online. Sometimes you have to go to the court house to look at them.
