milk you buy in the store has all been pasturized, no bacteria in it, and no it cannot cause oral cancers it is not a carcinogen.
raw milk however can have bacteria in it that can make you very sick, tho it doesn't have the ability to cause cancers either.

Milk that has been stored badly can be a breeding ground for a variety of bacteria.

It is not considered a high risk carcinogen.

As we don't know all causes of all cancers, there is a remote possibility it may cause problems, but that is true of any foodstuff.
