I have a few tiny blood spots on the top of my mouth. Are they temporary and just blood blisters just like if I were to have bitten my gums?

Those spots are called "Palatal petechiae", and it's nothing to worry about. Basically, they are tiny little bruises (blood spots) on the roof of your mouth, the palate, due to sucking hard on something, it's kinda like a "hickey". If you have been sucking on a lollipop or other hard candy, that suction can bring the blood to the surface and cause tiny capillaries to fracture and bleed a small amount. And yes, for those whose minds wandered to the gutter on this answer, sucking hard on *something else* can cause that too.
But it's not a big deal and will heal up without any problem, just like any other bruise. Good luck.

Have you been eating a sucker? Sometimes the hard candy can rub the tissue without us realizing it and the tissue will get red or blister. Usually hurts more the second day.

Your throat being uncooked isn't general. Did you have popcorn or Captain Crunch that scraped it? or you will possibly have tonsillitis, strepp throat, or a scourge. try rinsing oftentimes with heat salt water and notice if it heals. otherwise, see a Dr.
