This happened to me for a while when I moved into an apartment once. I used the same recipe I'd always used, and yet the pies were runny. Turns out the oven was not heating to the temperature it was set to heat; once I increased the temperature (after getting an oven thermometer!!), my pies were fine again :-)

Pumpkin pie doesn't get hard. It is a custard. It will firm up when cooled down or put in the fridge.
When checking to see that the pie is done, you take a toothpick and stick it in the middle of the pie, then pull it out. If the toothpick is clean, then the pie is done. IF the toothpick comes up with pie filling on it, it is not done.
When cooking pumpking pie, you have to make sure the ingredients are measured correctly, and then cook it at the right temperature. It takes about an hour to cook in the oven.

Try to use less evaporated milk, or maybe you need to bake it longer.
