You definitely need counseling although going to a mental health facility might not be the best thing for you now. The best thing to do would be to find a good therapist and maybe even to meet with a specialist on this. If you are actually depressed then you need to treat that because depression is caused by problems with brain chemistry. You also need to stop cutting because aside from being dangerous it is also addictive. I've seen someone right after they cut themselves and they look like they've just had a shot of heroin.
Essentially:
You do need to see someone.

Cutting is a strong sign that you need help regardless of why you do it. It is not normal and it is a problem. A counselor would be a good place to start. A mental institution is not a fun place. Why don't you ask at your school if there is a cousellor you can talk with. If not then maybe a teacher you know will have time to talk or your school nurse. You need to talk with someone so you can stop cutting. Cutting is never a good thing.

Yes, you do have a problem, and your parents threatening to take you to a mental institution shows a complete lack of maturity on their part. It isn't normal for teenagers to cut themselves. Adults do it too, it's not a phase, it's a sign of depression (bi-polar depression and clinical depression).
See if your parents will take you to a counsilor or at the very least a family doctor. If they won't help you, get in contact with someone on your own. Go to school and explain your feelings to a teacher the best you can.
Stay safe.

yeah u need help, people self harm when they have no alternative way of getting their needs met ie. lack of attention, immense pain, ect.
u started off cause u wanted attention but because ur at that point in life when we develop our major coping strategies it is becoming a crutch and a way to cope when things feel crap.
if you carry this behaviour with you into adult life it will be harder in the long run to stop.
please get help now and learn better ways to cope with the stress of life.
we all need attention but there are far easier ways to get it, surprisingly if u ask u will probably get.
because people are scared of self harm they tend to judge u on it and ultimately become scared of u, this will only result in a lack of attention.
also coming from someone who works in a mental hospital, we dont admit people just for self harm u have to actually have a mental illnes and this behaviour with no other symptoms does not constitute a mental illness!
most 13 yr olds prob think life is pointless but u have the power to give ur life meaning and purpose in anyway u see fit, find out what ur passionate about and immerse urself init and turn it into a career.
if nothing gets u going then so what sometimes thats our only purpose to be here and live, trust me life gets better after 13 even if u do nothing with it!!!
good luck, stay safe and please dont commit suicide its such a waste

To cut oneself is definitely not a common phase of teen years! Yes, that is a problem, not it is not normal and you do need to see a counselor for this. You need attention and love, but it has to come from you, anyway you are the only person that can take care of you every moment. If you love yourself and take care you will stop longing for the attention of other people, you will be at ease with it or without it.
Discover why you should love yourself and what are your characteristics.

I know how you feel. 1 in 5 teenagers get depression, so you are not alone. Cutting is a badly addictive habit, but you don't necessarily have to see a counsellor. First talk to someone, anyone. A friend, family member, whoever. There are a few techniques for getting off cutting, but don't hesitate to see a counsellor if you think it is serious.
