When neutered at a very young age they are more suseptible to bladder problems. Have him checked out pronto.

You should try putting foil on top of the areas that he pees on... Also, for the carpet thing, throw moth balls there... leave them for a couple of days and the odor should sink in the carpet... That will stop him from peeing there... The moth balls will stink depending on which brand you get. Every week do this and soon enough the habbit will be broken.

My Vet had me put my cat in a small room with his cat box and food and water. Leave him in there for 5 days , check everyday for food and water, then let him out after 5 days and see if that makes him use the box instead of your carpet, which you should clean as best you can. The object is that a cat doesn't like to pee or poop where it has to live and this reinforces the cat's cleanliness, in using the box instead of the floor. It works , sometimes you have to retrain again but It makes the cat think box instead of floor.
