Thank you everyone, the person in question obtained a lawyer. What happened was that my neighbor, left their car behind at the scene hoping the other car owner would come looking for them as it was a parked car and that's basically how they found him/her, if they wanted to run they would have left all together, there were no witnesses. Thanks again.
